I didn't know what a frangie pangie was, so I typed it in a search engine, came up with a reply on a Wilton site to the same question...

Hi, If you have the 2006 Wilton Yearbook there are directions on how to make the plumeria (frangipani) flower on page 119 - the cake they used it on is pictured on page 89
