Yes its buttercream, (used the "viva method" to get it smooth)

Welcome to Cakcentral! The Viva method is a way of smoothing your BC icing after it has crusted ( parchment and computer paper work well too!) If you do a search using the word "Viva" you will get tons of information regarding the Viva method!
