i did a quick search on the internet and did not see anything however, there was a cake at the link below that appears to have made flounder and sebastian. you could use it as a guide?
Not sure what your cake is going to look like but what about using a figurine or drawing them?

Are you trying to shape the cake like them or just the figures on the cake?? If you are just doing the figures on the cake I would look at Goodwill or other second hand shop for plastic figurines to copy.
