Cake Topper: Transport On The Cake, Or In A Box?

OK I am almost done w/my baby shower cake. Now for the big dilemma, do I put the whole topper on the cake for transport, or should I bring the pieces in a separate box and assemble there.

Here are the details:
I have glued all of the tabletop items to the table so those won't fall off. Each figure is glued to its own chair.
The chairs, however, have not yet been glued to the rug, and this is not the final arrangement of chairs.

So, should I glue the chairs to the rug, and put the whole thing atop the cake to bring it to the party? Or is that too risky, might the chairs detach during transport? The gist of it is this: if any detach and tip over, it would surely break, or at least the figure on the chair would break. In which case, should I bring them in a box...individually set into a box w/maybe...tissue paper?? Or is THAT a greater breakage risk?? Maybe they are safer on the cake?

I can't figure out what to do. I just want them to arrive intact! BTW for reference, the rug is about 7" around, made out of fondant on a cake circle. The cake itself will be a 9" round in IMBC, so the rug will just be placed right on top of the BC.

Suggestions? Thank you!

Cake topper definitely in box - each piece padded out with tissue paper. I'd glue the people to their chairs and glue the crockery to the table and transport them that way. Lovely little tea set!
