Is the bear a 3-D stand up. You could use fondant and shape the hat and let it dry or use modeling candy using the white candy melts and color it with the candy colors. If it is laying down bear you could pipe the hat or make a pattern and roll out fondant and cut on to lay on his head. I am sure there are some other ideas out there.
I'd use modelling paste and make a little cupped shape by rolling it into a ball, poking my thumb into the ball and working the paste until it was round. Or push the paste into a suitably shaped thing (I have several little cups, tea light holders etc I use for making little shapes like this.) Then cut out a little crescent shape and stick that to the front for the peak of the hardhat. Good luck and post a piccie when you're done!
