Well there is a lot to choose from! Do you want to bake from scratch or box or doctor a box mix??

I personally prefer just doctoring a box mix.

As for icing, go with buttercream to start. A lot of people like the "buttercream dream" recipe here on cc. I make mine similar, but I use all salted butter and cream instead of water/milk.

Make sure you use the colors made for icing, like wilton or americolor. If you use the kind from the grocery store, you wont get the vibrant colors you are looking for. If you do minnie mouse you will need black. Start with chocolate icing and add black coloring to it.
