I've seen the term used before on this site. What is its practical application?

It is a rolled Buttercream frosting that can be used like fondant. It is harder to use, as it tears easily.

A lot of people use RBC (rolled butter cream!) to put on their cookies. You just use the cookie cutter and put it on a hot cookie. It tastes better than royal icing
