You can always go with the old standbys like Elmo, or anyone from Sesame Street. Bob the Builder, any type of kids movie or something that they have a lot of toys of. Are you going to do two separate cakes or are you trying to incorporate it into one?
I also think that some of the little baby cakes they have on the childrens cake gallery are cute. I always wanted to do the little girl that is on the Coppertone bottle that has her diaper being pulled off by the dog. I think that would kinda cute also.

You could do a two tiered cake with a pillar construction... Have the top cake be for her and the bottom cake for him and maybe do Elmo or Cookie Monster for him and the little girlie thingie from Sesame street I can't remember her name maybe it's Cloe or something Lola... I dunno lol anyway you could do her for the little girl.... she's so cute I loves her! lol

Edited to add... her name is Zoe I went and googled Sesame Street and went to the site and found her... she's the little orange chick she's so cute! lol

Just an idea....
In my family the 1 year olds always get a 3D bear cake. Maybe do one with a baseball hat on and one as a ballerina.

I love how the pool/beach cakes look, especially this time of year. You could do one of those and put a male baby and a female baby figure in them. Here are two of my favourites:

Typically there are themes for first birthdays. I would check on that and then that would definitely narrow things down.

I did a castle cake for my son's first birthday-Prince Brandon.

You could make a castle cake that says "Our prince and princess are turning one".
