I, too, recently purchased this tip. I haven't had a chance to use it yet, but my understanding is that all you have to do is pipe as usual and the tip will ruffle the icing all by itself...I guess we'll have to do some experimenting...

www.sugarcraft.com also has pictures of the tips, but not what they will do (except they do show what the ruffling tips do).

You can order from many different sites on the web, but I've only ordered from Wilton, myself, so I can't vouch for the reliability/honesty of any other sites.

The following three stores are places that have many of the hard to find tips and they are honest.

I know the for a fact the first one will ship things because I asked, but the other two stores are near where my parents' live, so I just pick things up from them when I visit. I bet they will mail some tips to you, though; they are vey nice.

Also, both of the OKC stores carry the tip case that holds the really large tips. It costs between $10-$11 and holds a lot of tips. All three stores carry American Cake Decorating Magazine, too. If you haven't ever seen a copy of it, you should have one of those mailed to you, too (about $7 per issue, but if you like it, you can get a full year for about $18 with the coupon code off of a box of Softasilk flour).
