Are those curls or biscuit rolls? or maybe rolled white chocolate??

i was refering to the white curls/rounds whatever they are and how to create them

http://www.baking911.com/decorating/chocolate.htm check this link out, towards the middle, it has instructions about cigarettes and curls...may help you out.

From experience, it may be worth your budget and time to actually buy these, because to get them consistent and to do enough to cover a three tiered cake will take forever.
