Any Licsensed Bakers From Ny? I Have Questions

I live in PA right now and just bake from home for friends and family. When my BF graduates from PSU we plan to move to Syracuse, NY. That will be in about 3-4 years and I am going to wait until then to start my business. But my questions are:

Is it legal to bake out of your home kitchen in NY? Do they liscense home kitchens?

Any information about this issue would be greatly appreciated. Or any websites/previous forums/contact information.

This stuff is SO HARD TO FIND!!! A long time ago I spent days researching the internet, calling all the health departments and places like that to find out information about PA. And still ended up so confused.

I believe there is a post on this site with all the states the are allowed to bake at home and being in NYC I know they do not allow you to bake out of your kitchen.
