How do people get added to your Buddy List? Is this a new feature?

The Buddy List has been around for a while. It's really useful for PMing quickly and/or seeing if a Buddy's online.
You can add a person to your Buddy List by clicking on the Image icon in their profile.

You can see who you're a buddy of by clicking on the Buddy List link above and then the Who am I a Buddy of? link.
