Dumb Question About Luster Dust

I tried to use it for a wedding shower cake last weekend and had some trouble....first I dry dusted it on my flowers unassembled, which looked pretty but which all seemed to rub off on my fingers while I put them on the cake. So I tried dusting more on them once on the cake and ended up with sparkly dust all over the top of my fondant top tier. When should I be luster dusting my flowers and bows so my cake stays clean and the dust stays on them? Or should I not use it dry? But won't it make my already questionable flower petals wilt if I use it mixed with vodka? So pretty but such a mess!

I steam after dry dusting to set the petal/luster dust so my hands and fingers remain clean during assembly. I use a traveler's steamer like this one: http://www.amazon.com/dp/B0001AG5X0/?tag=cakecentral-20

I have read on this board that if you steam your item after you dry dust it, it will set and not rub off when you touch it.

I have not tried that though, I always use my airbrush and that works great..
