When it calls for whipping cream is it talking about using it as a liquid or using whipped whipping cream??

It's whipping cream in the liquid form. If you search the cookie forum, there are some threads with people mentioning they substituted the whipping cream for another form of liquid if you don't want to use whipping cream.

KellJ- I've also used the flavored coffee creamer (liquid) in place of the cream called for in Penny's recipe. It adds a little more flavor to the dough.

I always just use 2% milk and haven't had any problem.
