I don't know if you have a Sam's, but sometimes they will sell me a topper if I can't find it from Wilton.
One of my local grocery stores will sell them to me, cheap. The other will not, you have to buy the cake (usually still cheaper than ordering online!). Just call around and get the lowdown in your area.
Wal-mart bakeries do have a label to sell them for $5.00, but for some reason not all wal-marts do -or they might not if they don't have a lot and it is a big seller for them.
Otherwise check other bakeries in your area that use them, they might sell the ones to you.
If you are looking to buy them quite often you can set up an account with www.Decopac.com I found out recently you do not have to have a business license to buy from them. There is just limitations on what you can buy (don't remember what they are)
But like mentioned above I check out the toy departments. Also don't forget the dollar stores, they have the characters in smaller toys also and very reasonable! Also For the same price or cheaper of the kits at wal-mart I can usually find a toy similiar in size (and with more components) for less or the same price.
