Filling Consistency

Should the consistency of the filling that you use to make the dam around the layers of the cake be stiff, in order to keep the filling in ?

or could it be the same consistency as the filling?

I make my dam out of frosting, not the filling. It's usually about medium consistency, sometimes thin depending on the type of filling I'm using.
