How Do I Estimate How Many Roses I Need?

I am doing a variation of this cake:

My tiers are probably going to be 14-10-6. How do I estimate how many RI roses I will need to make? Is there a formula (Besides Pi times the diameter) that I need to work with to figure this out?

I just guesstimate. I figure each rose is about 1 1/2 in wide and count around the cake pan what I thought would fit plus a couple more. I actually ended up with more than I needed, but it's always good to have extras. I'm not math minded so I like it to be super easy for my brain. From the pic I counted that the bottom has about 11 roses on the front so double that and it's 22 on that size layer; middle looks like about 9 so 18 total, etc...
I would maybe take the pan, and then use cotton balls (if that's the size of your roses) and put them around the pan. This should give you a rough estimate. You'll make extras (I'm assuming) for breakage, so you'll have enough.
I'd probably make about 65-75 just to have a variety and some extras.
