The picture is sort of small but from what I can see you probably could use melted chocolate and pipe the desired shape onto wax paper and then dust with pearl dust after chocolate dries. You could also your Royal Icing in the same way. You could also run gumpaste through a gun (tube shape) and lay out your design to dry then brush with pearl dust in desire color.

I am sure some others out there will better ideas. Just wanted to get the thread going.
