what about doing a little grad cap on top of each. The easiest way I can think of would be to do a chocolate hat for each.
Get a deep rounded measuring spoon, swirl the chocolate around inside it and cool. Pop out and you have your hat part. then make the flat part on wax paper with melted chocolate. Pop in the freezer for a few minutes and you're ready to go. Then you could do tassles with buttercream icing in his school colors.

Do you have a mint mold for a graduation cap or diploma? You could use fondant and press it into the mold like a mint and use that for the decoration on the cupcakes. Royal icing "07"'s in the school colors or congrats written out in royal.
