Is this it?
4 cups all-purpose flour
1 teaspoon baking soda
2 teaspoons baking powder
2 cups sugar
2 eggs
1/2 cup buttermilk
1/2 pound (2 sticks) butter, softened
1 teaspoon vanilla
Preheat oven to 350 degrees F.
In a large bowl sift flour, baking soda, and baking powder together. Add remaining ingredients and blend well. Dough should be soft. Roll dough out onto a floured surface until approximately 1/4-inch thick. Cut dough into desired shapes and bake on a slightly greased sheet for 10 to 12 minutes.
Here is a link for Tea Cakes, maybe you'll see the recipe that you're looking for there. Good luck

I've made the Russian Tea Cakes from the Mrs. Fields cookbook, that's one of the recipes on that link -- here: http://www.recipezaar.com/79819 I don't have the book with me so can't say for sure that it's correct but it looks right, though the ones shown in the Mrs. Fields cookbook are rounder and have more jam in the middle and go closer to the edges, like those jam filled Pepperidge Farm cookies if you've seen those. The cookies are good.
