is there a special place where newbies can post the questions, photos, and communications...Just thought it might be a good idea so that the more experienced folks out there would be able to have a condensed and focused site to help us out at... (by the way the help out there is so awesome!)
Although your idea is a good one, personally looking through "newbie"queries is a great help even though I have been baking for years. Being self taught there is always something to learn and some things that have been forgotten.
I just started reading posts one day.
I clicked on the ones that sounded interesting.
I have learned so much, and I continue to learn.
I think most topics have been covered well,
the info is here,
you just need to read them,
either by browsing like I do,
or by searching for something specific.

By posting a question on anywhere on the board you are going to get answers from everyone, the really experinced to the newer people. I do not think that newbies have any less information than experinced people.
I have learned from people that have been doing this for months and people that have been doing it for years.
So just post your questions and be asure if we have an answer for you, someone, and usually many people, will give it to you.
But do keep in mind, when it comes to cake decorating, some things work for some people while other things work better for other people. So even though you may have 5 'experineced' decorators give you an answer it may very well be 5 different answers. So you will have to play around and try different things to figure out what is best for you.
Everybody helps everybody here! Like Delcy883 said, just start reading posts! I suppose you have discovered there is a "search" above. you can look for anything that has already been addressed.
