How long can a cake with cookies and cream filling sit out before it needs to be refrigerated?

Cookies and cream...meaning buttercream icing and crushed up oreos? I don't refrigerate mine. No need to..no dairy. Well .....Ok there is butter in the icing but I still do not refrigerate!

If you're talking about the Whimsical Bakehouse cookies and cream filling (which is made with heavy whipping cream and powdered sugar) I would say no more than 2-3 hours. If it's simply buttercream frosting with oreo bits it wouldn't have to be refrigerated.
