Not all cookie recipes need cream of tartar. Please post the recipe and it will be easier to explain.
Again, depending on the recipe, sometimes the dough can be frozen in advance, then thawed slightly, sliced, and baked.
Cookies can be frozen after baking, but it is not adviseable. Many times they turn out soggy.
