How about little tiaras? Simple roses would be good too.

not to exclude the tutu's and slippers, how about using a ruffle tip around the edge (a double ruffle) with a bead border on the inside edge of that. And then maybe make up some chocolate transfer or royal icing or colorflow slippers to place on top of each one?

What about a ballerina? A bct or edible image may be nice technique to use. Here are a few pics for ideas.
