I read somewhere on here where you posted a link to a website that lets you make an avatar animated,

Sure. The program is called Unfreez. It allows you to take still images (GIF format) and combine them to create an animation...just like a cartoon.

I also use Gifworks to edit the animated gifs. There you can split the frames of an animation, edit them in an image editing program and then put them back together again using Unfreez.
