You can make them quite easily out of MMF (marshmallow fondant) and they stay soft inside and taste really good!
Once they harden up a bit, you can roll a bunch of them in a small bowl with some silver dust and voila, you will have delicious silver edible pearls!
And, as a bonus, they are very inexpensive to make!

I think you are thinking of dragees. If you do a google search you will find many on-line places that sell them. I know sugarcraft.com sells them or you can make a version of your own like others suggested. They won't have the same shininess but will still be pretty.
Dragees are pretty but they are so hard they can break your teeth! I personally would always hesitate to use those for fear of that.
You're right, though, the fondant pearls would have a more subtle silver shine.
If you have the time they ARE great made out of mmf. That's what I used on my christening cupcakes, I accidently uploaded them into the baby shower section!
Anyway I usually make them while I'm watching something on tv so it seems to go faster. They taste much better than the hard ones and you don't have to worry about anyone breaking a tooth!
All of the silver dragees that I have seen say that they are non-edible, for decoration use only.

Dragees (pronounced "Dra-jeys") are those little metallic balls that we all remember on holiday cookies. They are safe to eat, but should be removed before serving because of the real metal coating. (That means they won't hurt you if you eat them, they do have a sugar center, it's just that the FDA has recommended that they are for decorative use only, and they are technically not a food item).
