California Help!!!

I just found a place to rent space from! I know that I am on my way to becoming legal, but what next? Who does this get reported to anyway? I know I will need to get a business lic. and insurance will they ask where I will be baking from? Do you have to keep a record of the hours that you have rented the space?
Also, are there any food safety classes that are required and if so where do I find out more info?
Any words of wisdom would be great! I need to be pointed in the right direction. Thanks everyone!!!

Congratulations, a big step you are taking. Wonderful that you are able to do this in California. You are above Sacramento, yes? I would assume County, health department and business license bureau. Having never had a business I am not sure about insurance or inspections.
