Making Small Parchment Royal Icing Cone

I need to do some small royal icing work and I have frequently seen people using the small parchment cones that fit into your hand to do piping work.I have seen this on Ace of cakes also..How do I get it that small and what about cutting the tip so it isn't oval?

You just start out with a smaller triangle (cut it, it doesn't have to be a perfect shape). Ideally you form the bag to have the size hole that you want, but I don't know why you are getting an oval when you cut it... I use sharp scissors and a quick snip and it works just fine.
