Pound cake is what is traditionally used.

I've always had strawberry shortcake done with sponge cake. My favorite is hot milk sponge cake. It reminds me of the cake part of a butterscotch crimpet (from tasteycake)

I'm looking to make a tiara cake(kinda like a tart pan but has a dip in the center to put fruit in). I'd like to make it out of pound cake to fill with strawberries.
