Scratch Cake / Contest Question

Hello Fellow CC Members -

I am considering entering a local Cake Decorating Contest. I spoke with the Chairlady of the event this morning. She said the cake would be judged on taste and presentation.

She said the cake part had to be from scratch.

Here's my question:
Does scratch mean starting with Flour, eggs, milk, baking soda/power, etc

or

Does can a scratch cake start from a box cake with additional flour, eggs, milk, etc?

I have reviewed the recipe section of CC posts and have seen (what I consider) recipes that seem like scratch cakes, but most start from a box cake in the recipe.

The Chairlady was very sweet and hard of hearing, so I'm hoping that one of you may be able to answer my question before I call her back.

For our local county fair, if the recipe involves a cake mix it is not a from scratch cake. There are separate categories that allow you to use mixes. I would guess, if the cake has to be from scratch, then that would mean no mix in the recipe. But of course that's just a guess!

Yep, a scratch cake means starting with your own base - flour, eggs, sugar, etc. No mixes.
