Do you have a name? Maybe you can contact the info for the cell phone service....and ask them.... 
....just guessing though.
or maybe if its a number you've called before from like your cell...you can look up your own cell records. 
My husbands nephew works with him and is always using his phone...I'm trying to figure out exactly how much he's raising our bill, since it didn't use to be over $100!!!
I've heard that the cell phone list will b e released and that telemarketers & such could get the numbers. That is a scary thought!

US Cellular is a company that is fighting against that public directory.
BTW- a telemarketer can still call you on your cell phone if you put your cell phone number down as a way to reach you.
For me I don't have a land line anymore, I only use a cell phone, so I sometimes get calls if my name got sold to a telemarketer list.
