I made 4 inch cakes a couple of nights ago and froze them. I am thinking of frosting them tomorrow. Do I need to wait until they thaw? Can I frost while frozen? I am using a cream cheese frosting on some and buttercream on the rest.

When I froze my cakes; I torted and filled them while frozen, but then rewrapped and waited until they were thawed to ice them. I don't know if icing them while frozen would cause the icing to be runny as the thawed out.
I've frosted many frozen, half-frozen, and completely thawed cakes. I always frost with crusting BC.
With a frozen or half-frozen cake you will need to give the icing more time to crust since the frozen moisture in the cake will evaporate as the cake thaws and will leech into the BC.
While the BC is crusting during the cake thaw, you may see "moisture drops" on the icing. Don't panic! This is caused by the moisture in the frozen cake and BC coming to the surface. Don't try to wipe them up or anything. Once the entire cake comes to room temperature, these "drops" evaporate on their own and it won't effect the final product.
As a side note, I try not to freeze my cakes. I have found that even if they are wrapped tightly and properly and frozen on the same day they are made, the freezing process leeches out some of the natural moisture in the cake. Maybe I'm just too picky because I like my cakes to be as moist as possible with that fresh from the oven taste.
I freeze all my cakes and I have frosted a half thawed out ones too and they seem to do fine. Sandy
