Does anyone know of an easy-to-use, free or inexpensive, picture resizing software program that keeps the integrity of the picture when it is done?

I have several pictures that I can make transfers out of, but if I have small pictures that I need to make larger, and I use my MS Paint program, I end up with fuzzy pictures or a bunch squares from where the pixel expanded.

I don't think there is anything you can do. If you make a picture bigger and it becomes fuzzy, then the picture quality isn't good to begin with. Right?
