Need Ideas For "ride The Tide To Fun" Cake

I'm going to enter the San Diego County Fair this year with a cake based on the fair's theme "Ride the Tide to Fun". The only idea I could come up with so far is a cake with animals on surfboards surfing their way to the fair. I'm hoping you all might have some better ideas, and any ideas would be greatly appreciated. Thanks!!

For some reason, all I can think of at the moment is a cake in the shape of a surf board with blue waves under it ...

I'll bump this back to the top as I know there are many, many creative minds on here!!
