I want to make fondant stars and put them on wires(I guess) to make them come out of the top of the cake. Do I build the star around the wire or insert the wire while the fondant star is still soft? Also, what kind of wire do I use? Thanks!

You can use florist wire, thin gauge; I would put the wire in the star as it is soft, and then wait for it to dry.

You can use florist wire, the gauge depends on what you want it to do, and how heavy your stars are. You can check the floral section at the craft store and see which gauge might work best for you, or buy a couple of different packages and test it out, it's not very expensive (fortunately!). I like to use a thinner silver wire and spiral it around a dowel rod sometimes.
