I hope you all can understand this, and I appreciate any help anyone can offer.
I seen a border that looks like a shell border with a larger tip, I believe, and then there's a strip diagonally over it in another color. Does anyone know exactly how to do this....I kinda remember from the pic, but I wish I had that pic now....wish I could remember where I saw it.

Do you remember what the cake's theme was? Or how long ago you saw it?
Similar to this one....but I've seen it done with a tip 2 or 3 maybe.....I was just wondering if there were any certain way it had to be done or if you could do a lot of "playing" with it.

Are you talking about a "flute"? you use the 104 rose tip. Put the wide part in between the shells, & pipe a fllute. I use this all the time.
I've seen "confetti" cakes done in bakeries where they pipe squiggely lines over shells to resemble confetti strings. I also found several here at CC
