I've never tried it but I don't see why not. When I use it dry it gets all over everything so it should definitely work!

I posted this same question a while back, and was told you can put i on dry with a very soft dry brush, they recomended a make-up brush... I tried and my brush hairs kept comming off on my cake, so I gave up...
But like I said everyone seemed to say you could do it
