It is a Frozen Buttercream transfer. Very cool and easy to make: http://www.cakecentral.com/article12-How-To-Create-a-Frozen-Buttercream-Transfer.html
Not a dumb question!!! (Considering I asked the very same thing a few days ago when I was new to the site!!!) It is frozen butter cream transfer - it is really cool!! I can't remember where the thread is for that post - one of the CCers gave me a couple of good links! I'm sure one of the more experienced cakers will be posting with some good links for you.
It looks so easy, though. You just use any picture, really, maybe like a color page if you want? Then you lay a piece of waxed paper on top of that and tape it down so it won't move. You "draw" an outline in BC and fill the picture in backwards, if that makes any sense. The part you put down first will be the "front" of the picture. After you fill all that in you put it in the freezer. Once it's frozen you can transfer it onto your cake and have an awesome picture! I think the tutorial I watched was on this site and she did a Winnie the Pooh.
