This is absolutely TRUE!
We are stationed in England at RAF Alconbury. The coupons are so appreciated (as are the wonderful people who spend the time to clip them and donate them). Diaper coupons (Pampers and Huggies) are highly prized.
In addition, coupons that are good for use on a selection of items from the manufacturer (e.g. any Kelloggs cereal or any Keebler cracker) are great as our commissary selection isn't as broad as a large US grocery store, so we often don't have every flavor/type.
