Most people use an air brush for that effect. I know that Wilton makes something in a can (I forget what it is called). I'm sure others will know

Wilton does make a spray in a can. You can get the look of clouds with this. I think I saw something where you use a paper towel and cut a design along the bottom to look like fluffy clouds and hold it over your cake while you spray then move it down and spray again until you get what you want. I know this isn't very clear and I can't remember where I saw it but you might find it on Wilton's web site (www.wilton.com) Be sure you practice on something first so you don't ruin your cake.
