I want to make a shoe cake for my wife for her birthday. She collects shoe figurines and loves the frilly flower shoes that look like they are from the 20's. what is the best way to do this?

How very sweet & thoughtful!
Check the tab "articles"- there's a short tutorial on making a gumpaste shoe, with templates and everything. You can then decorate the shoe more like the 1920's design.
I'm sure others here will have more advice for you too!
