What Do You Think Is The Best Way To Do This Design?

This is a design someone emailed me as an idea on a 80's theme birthday cake. The cake is going to be a 1/4 sheet. I think this would be really cool looking, but would like some advice from the experts! LOL>.. Thanks!!

I thought it would open to a photo with zigzags and graffiti-like sketchiness. That, in Miami Vice-like pinks and aquas is what I think of.)
I'd do the pattern using fondant cut-outs just stuck onto the cake. That will save you a lot of time, rather than piping these dots.
Yeah, I was thinking something a bit funkier for the 80's theme, but then I opened it and got more of a hippie vibe.
But, it's what the customer wants. I was thinking a buttercream transfer...or the fondant dots...but the girls buying this are limited on moola...so I'm trying to make it work in their price range.

I would say to use MMf and some tips to cut out most of the circles... like a 10 for small, a 4 for smaller, the back side for medium, the back side of a 1m for bigger and the back of a side icer for biggest. Find a bent tip and use that for the ovals, lol..... That's my two cents. MMF is cheap to make!
