Are you talking about the "roll up" garage door? I'd ask your local health department what you need to do. I am converting my garage and don't need to do anything to it.
I don't know the answers for you but I would like to know myself so I'll give you a bump!!
I know of one cake decorator who converted her two car garage by basically partitioning it off in half lengthwise making one part (closest to the house) an office and the other part the kitchen. The kitchen has an outside door and the office has a door going into the house. Where the garage door used to be is now a wall (with the door going into the kitchen part so she can load the cakes.) if they require that of you, it should be a pretty simple project....i do alot of remodeling on my own, so if thats the question , let me know and i can give you some tips.

If it's just a matter of how, I'd replace the garage doors with french doors and call it a day. Are your utility connections already sufficient? Not sure where you live, but depending on the grade of your garage floor, you might need to make sure something is in there so that the area doesn't flood or present water problems. My recommendation on checking with the licensing agency is that you might need a second door for fire code or you might need a specific type of material in setting up a business that you might not need for normal home construction. well obviously you gotta take down the old garage door and hardware.
you'll need to frame it in with 2by4's on 16 inch centers.
and you'll need to frame in a spot for the pre hung exterior door....it'll need a header.
then you'll need to put the exterior shell up....with some kind of vapor barrier...
then put up the insulation...put up the sheetrock....mud and tape....sand and paint.
every time i started a project i went to lowes and they helped me ALOT.

i'm a big fan of pneumatic (sp?) tools...esp for girls...it requires less strength.....you can rent them if you don't have them.
