Rice Paper Design Not Sticking On Cake. Why?

when I placed my rice paper design on iced cake it would not stick. The icing dried too quick I think. I even sprayed water on top but that didn't seem to help. I ended up brushing the image with water which caused the picture to warp giving an uneven finish once I piped over it. I need some answers. Maybe someone has some tips on how to place rice paper on cakes?

I usually spray the cake down with water then run my spatula over it so there is no distinct water "drops" it is all evenly wet and then place my paper down onto it. If the paper is quite firm and a little stiff then I will apply, gently, some pressure with my fingers kind of pushing it into the cake, if it is real soft then that is not necessary. hope that helps some
