This is a mix you can buy from sugarcraft.com (in the US) and it appears to be more commonly available in the UK and Australia.
The description is that it is made of edible ingredients and allows for making flexible decorations. It's available in clear (can be colored) and white. One ounce (dry) is $7.35 and the website says that it "goes a long way".
I've never tried it, but it sounds a lot like SugarVeil icing.

I ordered a pack but haven't used it yet. According to directions, it is edible and mixed with water. Shrinks so you have to pipe with a nozzle one size larger than normal. You can make edible wire for flowers and if it dries you can dampen the dry pieces to bend if necessary. Dissolves in water. For long term storage, the finished pieces can be dipped in 50/50 confectioners glaze and alcohol. Will post as soon as I use it. oh, can be flavored by substituting some of the water with liquid flavor. Pieces dry overnight.
