Toba's Icing Recipe, Is It Milk Or Water??

ok, as i have seen from browsing through there are alot of post for toba garretts icing recipe. i was going to make some valentines cookies (hopefully they will dry in time, like always i wait until the last possible minute to start everything), however, i found the recipe and in one it calls for 3/8 cup of milk, but in another it is 3/8 cup of water. does it matter which one, or was there maybe a mistake made in one of them? thanks in advance

you can use either, i prefer the milk myself.

I was just wondering the same thing today.

My question is that if I use milk, will the icing dry hard so I can stack the cookies?
