Scout Cake Auction Theme: Weather Ideas And Tips Needed!

The Boy Scout's cake auction is coming up. Here where I am the adults make the cakes and the boys bid on them (from talking around I know even 55 miles northeast they do it reversed... which makes more sense because hey parents have more money, but fine) We also have a theme, which is weather.
I'd love to hear some ideas. Right now, and I don't know exactly HOW I'd pull it off but I was thinking a 3D "Tsunami" cake, complete with little fondant surfer. I'm not sure how to go about making the wave so it looks cool, but is stable enough where it could survive, icing and potentially 3 car rides.
I'm also open to hearing other ideas... and while we're thinking ideas, my Godson's 1/2 birthday is coming and I'd be open to hearing ideas for that cake.
Honestly, I wouldn't put a huge amount of effort into it because...
1. As you said the boys don't have a huge amount of money to spend on a cake, so you will be disappointed when it sells for not enough and
2. if this is being done by parents you want to look good because you do do this professionally/semi-prof/as a hobby, but you dont need to show off too much.
That said, how about a picture of their weather badge or a scene of boys camping and it raining on them?
I think the tsunami idea would be great, just a little too much work, for the amount it might go for. Of course our troops here don't do this type of auction and it might be a huge money maker for your troop and I am all wrong.

But I don't think something more elaborate is out there. All the money raise is by the boys for the boys (silly, silly concept), so I don't expect anything out of it except practice!

i found this on cc just tweek it a little add rocks on the side and put a sun on it and its ready to go youd have to add water when you get to the auction place though. heres the website.
