Boween Makes hers out of fondant. She cuts the plaque out of fondant according the shape that she needs a day or so a head of time to let it dry. Boween will attach the picture to the fondant with piping gel and will then let it dry. I have also done it where I have attached the shape after the fondant is dried. It really depends on what you are doing. Then use royal icing, you could also use candy melts, and attach a wooden craft stick to the back if you are going to need it to stand up.

Hi.. Boween I believe uses 50/50.. But I have used fondant.. like said above, cutting according to your shape. and I let mine dry for about 2 days to harden.. it's fairly easy..

I am not sure if the ink of your paper will work.. I didnt have piping gel at hand, I just used water to place my edible images onto the fondant.. BUT I would think reg. Ink would probably smear if it touched anything wet.. You might want to try a sample one first.. Or maybe you can laminate the photo first then apply it to the plaque with some royal icing or with some melted white choc. and add a border with royal icing so that you don't see the edges.
