Help W/ Topsy Turvy Please

Hi all, I want to do a topsy turvy for st. patty's day. I'm going to have shamrock cookies sticking out of it. Problem is this:
I've never done one! Help! Do I use 2 or 3 layers of each size pan, 2" increments (6", 8", 10")
Looks like the bottoms are flat only the tops are shaved to an angle. am I right? I need all the help I can get here Please!

Oh, forgot to add that I will be going for the three layers--I think it gives it a better look. But I will be doing a 6-7-8, 7-8-9, and 8-9-10. That is a lot of cake, but less than what the tutorial shows.
