I Need Help Remembering An Old Actor!

I need help remembering an old actor. He was famous for his style of smoking a cigar. He'd be able to smoke and talk with a cigar in the side of his mouth. The movie i saw him in was a old black and white where the director was famous for drawing out the boring uneventful scenes and then going through excitigng scenes really fast. Like so fast he would skip some motions. So you'd see the guy one area and then they'd cut him to another ,or he'd be dirving his car and they'd cut through the action outside. I think it was french subtitles in english. Please help! Thopse are the most defining things about the movie and actor i can give..

my question is why is someone so YOUNG like you thinking of the old stars that I havent even heard of? 
LOL! Well, i love old movies and shows(black and white doesn't bother me) ,and i caught a glimp of the movie in a movie class i happen to sneak into.
